Practice Act

The Board's Practice Act , or Statute, can be found in Wyoming Statutes § 33-23-101 through -117. This document includes revisions made during the 2021 legislative session.

These amendments include an expanded scope of practice, prescriptive authority, and provide for other license requirements, such as the wearing of a photo ID name badge. All licensees are required to comply with these new requirements - it is imperative you read them.

On June 29, 2021, the Board submitted emergency rules for Chapter 3 and Chapter 5 amendments. Chapter 3 will clarify a CE requirement and Chapter 5 will outline the requirements to perform the new expanded scope of practice. Once approved (if approved), those will be posted on this webpage, under an emergency rules heading.

If you have questions on HOW to comply with the new law, please consult your own legal counsel. Board staff can only direct you to the requirements as written. Do not contact board members, they cannot speak on behalf of the Board and all correspondence must be directed to Board staff.

Emergency Rules

Effective July 6, 2021, the Governor has approved the Board's Emergency Rule changes to Chapters 3 and 5.

The Board intends to submit a regular rules filing that will be available for public comment soon.

Proposed Rules for Public Comment


Public notice is hereby given that the Wyoming State Board of Examiners in Optometry intends to amend its rules. These rules and regulations are to be adopted in order to implement the authority of the Wyoming State Board of Examiners in Optometry to regulate the optometry profession in Wyoming and to provide for enforcement and proper administration of the provisions of the Wyoming Optometry Practice Act.

For the convenience of those interested, the Statement of Reasons is also provided.

The Board welcomes all comments and suggestions on these proposed rule amendments. Comments must be received during the public comment period of July 26, 2021 through September 15, 2021 to be considered. Any individual who comments on the rules may request that the Board provide a statement of principal reasons for overruling the individual’s comments. If requested, the statement will be issued either prior to or within thirty (30) days after the Board’s action.

A public hearing will be held by the Wyoming State Board of Examiners in Optometry if requested by twenty-five (25) persons, by a governmental subdivision, or by an association having not less than twenty-five (25) members. Requests for a hearing should be directed to Emily Cronbaugh, Executive Director, at emily.cronbaugh@wyo.gov or Board of Examiners in Optometry, 2001 Capitol Ave, Room 127, Cheyenne, WY 82002. Notice of the hearing will be provided to all persons making a timely request therefore.


The Board may clarify a requirement in the Rule or Statute by drafting an advisory. Licensees are expected to be familiar with, and adhere to, any drafted advisories.
